Directories tell you a program exists. Infrastructure guarantees the bed is licensed, the vacancy is real, the care plan travelled with the resident, the funding stream is separated from platform invoices, and every access to a protected record is attributable. NHCRN operates StabilityOS as shared national plumbing for housing and residential care.
